With the aim of providing access to knowledge and experience of international and national experts in the recovery field, The Lincoln Institute is announcing the First Latin American Congress of recovery, which will serve to showcase the experiences of various Colombian cities and other countries, in order to establish key aspects each city model adopts for the collection of property tax.

This will be in Bogotá, Colombia from March 11th to 12th, 2009; in collaboration with la Lonja which is root property of Bogota. Among the exhibitors we can highlight:

  • Martim Smolka, Lincoln Institute of Land Policy, USA
  • Oscar Armando Borrero Ochoa, Urban Economics Professor at Los Andes and National University, Bogotá, Colombia
  • Paulo Sandroni, Getúlio Vargas Foundation, São Paulo, Brasil
  • Luiz Fernando Carvalho Moller, Porto Alegre, Brasil
  • Víctor Martínez, Development Investment office, Guatemala City, Guatemala
  • Raúl Daniel Alvarez, Municipality of Rosario, Argentina
  • Jorge Hernandez Rivera, JHeR y Cía E.U., Bogotá, Colombia

Recovery contribution is a real tax on immovable properties and its main goal is the financing of the works construction to improve mobility, public space and the city competitiveness. However, various cities experience has shown that the success of this contribution depends on the design, planning and execution of the model adopted in each city.

The course is aimed at Latin American experienced professionals such as real estate agents, real estate appraisers, realtors, builders, architects, lawyers, economists, accountants, government officials involved in the land use processes and land management and, in general, all persons associated with urban development.

The deadline to apply closes on March 7, 2009. For more information, visit the course page on this link:

In this page there’s a document called a Notice and Information, which explains the objectives and issues to address, as well as basic information regarding the terms of application and participation.

We feel it’s very good continuity in Lincoln Institute, so with a great pleasure we’ll give publicity to this course.
