Comunic@ / particip@: Services for municipalities

Tuent some time ago announced new service Comunic@, which added to Particip@ seem to be the best in land management services that can be exploited by municipalities to improve transparency and citizen participation.

This is a service target to citizens that through a platform can report to the municipality suggestions, demands, proposals or other actions based on their right to participate. Here are some exercises examples that we would all be willing to take:

  • A layer where you can make an inventory of road wholes. How cool could be if we could paint in different colors ones which are mild, sewers without cover and in a red cap those that are fatal so as to crash a vehicle. It would be interesting, because in these days when mayors are spending on advertising showing their work in repairing roads, people could report moon scenarios where cameramen can be taken.
  • A layer where neighbors break the rules. Oh! this would be wonderful, for example if it could be put a little mark in homes where are done parties out of condoned time by coexistence laws, or constructions apparently violating urbanization rules or neighbors who are owning green areas.

It was said by a boss I had few years ago: “There is nothing better than counting neighbor’s ribs”

But in addition to noise showed in incidence maps, it may be useful for integrating proposals to improve citizens’ quality life. An example can be the generation of participatory budgeting structure.

  • Thus, instead of going back on focus groups (that become politicians) to identify projects, it is feasible some categories definition, prioritization criteria and citizenship online proposals.
  • Subsequently it can be given continuity to a flow like the one shown in the figure: it can be debugging, classify, seeks its viability, incorporated into the budget and then given follow-up.

This enables municipal officials know those issues that really concern citizens and offers an integrated environment for managing all communications and citizen concerns.

In many municipal laws participatory budgeting is regulated and authorized in some countries are even mandatory. It’s a better thing being able to view and manage on a web platform integrated to Google Maps made for this purpose.

Particip@ includes some features so municipality does not need to invest time and resources to develop applications. Among them, you can:

  • Manage access roles. Citizens, water boards, boards’ outs, etc. can register.
  • It may generate proposals from citizens.
  • It can be viewed proposals according to their progress state.
  • It can be classified and evaluate by thematic focus or priority.
  • The system can also send alerts by mail or sms when proposals change clip_image003state or are delayed according to its schedule.

Definitely Particip@ is one of the best efforts I’ve seen for municipal use. Besides there is Comunic@, which amounts being a complementary tool with which the municipality could inform what is doing.

It’s ideal to comply with transparency and communication law to the citizen.
