Cadastre course, the first day

Yesterday we started the accreditation process of service providers for Cadastre, which I commented a few days ago. For now we have nearly 30 applicants, some with some well-earned gray hair and others with some experience in municipal cadastres.

Although this first week is aimed at training in the surveying using direct methods, this first day has been easy, the introductory theme has been:

Project’s Introduction

clip_image001This has been to present the focus of this project, with involvement in 64 municipalities and whose priority is more rural but also includes urban. It has been presented the agenda of the three-week, evaluation form and opportunities that these candidates have to take contracts with the municipalities involved.

It’s been basic to clarify doubts or confusion which someone could and also to define the multi-goal scope’s process but its priority is fiscal.

History of the cadastre

Without delving into issues of “History Channel” about how does cadastre was born we have presented a review of interventions that has had the National Registry and other projects in those areas where the project will operate. This has been necessary for technicians to know where to find background information and vital data such as maps of the land’s legal nature.

Basic legislation

In this there have been some issues that need to be known by those who provide a service to municipalities, including:

  • Laws involved in land management
  • The cadastral management in municipalities of this context
  • The law of municipalities and its powers in cadastral area, fiscal management, land ordinance and environmental management
  • Definition and delimitation of urban – rural land

Everything has been done from the context of this country and based on scenarios presented by the facilitator or participants of the course. It has been included a discussion of some articles of the civil code that have become obsolete but have legal validity. I must admit that the facilitator is very good at this, after more than 25 years working in this area … my respects.

The legislation is often changing from one country to another, although the practice is almost the same, the municipalities are concerned to levy taxes, extend operating licenses, permits for construction, subdivision permits, natural resource exploitation, environmental permits, development projects and extend titles for properties known as eminent domain on ejido lands or private sites owned by the municipality. For these different areas, including their role in land ordinance, municipalities have autonomous powers that can not exceed national standards.

For not getting to create too much confusion in a country where there is more legislation than people, we have based on defining the minimum roles of the municipality units who exercise management with territorial area and as the cadastre must have linked collaborative relationship including: Tax Control Unit Environmental Municipal Unit, Urban Planning, Community Development and Municipal Police Court. Other municipalities reach to another level of geo-actualities.

At the end it has been delivered to them material that includes the laws involved, although time was short, it was necessary to make them realize so that they must master the municipal context to attend requests submitted by the mayor at the time they are paying their services there. Someone said that a cadastre consultant should be even a “midwife” and perhaps he is quite right.

Next

The rest of the week includes direct survey methods, in which teams should dominate the equipment with which they will work on farm measuring. We’ll see how it goes with the Trimble GeoXT
